The reverse legend isn't exact (Internet image versus yours) though varieties are noted in the source referenced above. Double deniers of this design were minted in both 1606 and 1607. Unfortunately, the mintage figures for this design overlap the years. The combined mintage was about 2.7M, extending into 1609. The known population of the coin today may be as you indicated: Rare. I don't know.

The top pic resembles the British Royal Coat of Arms where the shield shows the various royal emblems of different parts of the United Kingdom: the three lions of England in the first and fourth quarters, the lion of Scotland in the second and the harp of Ireland in the third. It is surrounded by a garter bearing the motto "Honi soit qui mal y pense" (Evil to him who evil thinks), which symbolizes the Order of the Garter, an ancient order of knighthood of which the Queen is Sovereign. The shield is supported by the English lion and Scottish unicorn and is surmounted by the Royal crown. Below it appears the motto of the Sovereign, "Dieu et mon droit" (God and my right).

since the 2 sides arent reversed, Im thinking its not a coin, But the edge is reeded.

looking at it with a loop it appears to be a 3 masted ship with flags on each mast, and in full sale, there are words on the banner beneth the shield but not legable
