large whats it buckle

Looks like an old type of tie down ratchet type buckle. 5" wide 3 1/2" tall. Any thoughts or time frame it could be from?

Is it a heavy duty one?

I would say it is heavy duty. It is very large and weighs about 2 pounds

It's a back band buckle [actually, the proper terminology would be a back band hook] off of a harness
