I can tell you what it looks like as a guess. It looks like a brake pad to stop a shaft from turning. I have an identical part on my Edson wheel steering on our sailboat but 1/5 that size. Liner bearing and all. Perhaps that is for a larger shaft?
Might also be a bearing. Looks like Babbet metal lining.
