Hi, no it's single fluke
Are you sure the other fluke was not broken off ?
FOR...
Anchors are not effective with a single fluke and no pivot.
It has to be a situation of a broken fluke... perhaps hence its abandonment from service.

Also... the welded letters signify who it belonged to.

Pretty sure it's single fluke. Found a photo of it with the fluke pointing downwards. The closest match I can find are permanent mooring anchors from about 1900, nicknamed "tombstones". It might have been used as a mooring in the past and just left there, its located at an estuary.

I for one are unfamiliar with this type of anchor... heh... learn something new everyday.
 

Ok quick update, a curator from a maritime museum in Swansea believes it is cast steel, a ship's anchor rather than a mooring anchor and probably early 1900s. After hours of trawling the Internet I have found a couple of similar anchors in a war museum in Malta and have contacted to see if the anchors there are from war ships....getting there slowly 🐌 😀
