Since pennies of that age weren't laminated, I'm guessing it must be post mint damage, unless there might have been a defect in the sheet metal when the coin was originally made. Try taking a 3/4 view shot from the edge so we can see the depth of the damage.

There is such thing as a lamination error on an Indian, Check your red book. I will post pics when my camera is charged.
