It reminds me of the lifter thing you use to lift the lids off of a wood burning stove. Except for the material it's made of. It's aluminum?

Mojjax is right it is the top half of a gutter hanger. top left one in pic.

the midle part is not flat, it's folded inward and why would there be initails on a gutter clip

L&R would be the maker although Im not sure who that is ,I am sure that is a gutter hanger I have installed thousands of them.
