Key question?

Found this in a large bag of skeleton keys donated to museum. It is heavy brass..Is it a lock key or something else? Texas and Pacific RY. 15803 "ADLAKE" 2-1/4 inches long.

I've seen many like it for lock, caboose, or switch lock...

Maybe an old key for a timeclock that used to be carried around by nightwatchmen.

Missouri took over the Texas and Pacific Railway on October 15, 1976. So the key is before that time.
