Kerosene Safety Lamp

I found this at an old dump site. On the top it says "The Neverout Insulated Kerosene Safety Lamp" "Rose Mfg. Co. Patented" Philadelphia USA. I assume it "attached" to a kerosene lamp. I think I have seen pictures of these on fancy 1800's era buggies. Anyone have info?
