I was detecting in Baltimore City today near Johns Hopkins University and dug this tag at a depth of about 10 inches.
There is nothing on the back. The front is stamped with the capital letters J W G above the numbers 36.
I have three suggestions as to what this may be:
1) a worker's tag - employee #36 of company J.W.G.,
2) a personalized watch fob for an individual with the initials J.W.G., or
3) a baggage or equipment tag.
It is very curious that J.W.G. are the initials of John Work Garrett, a prominent Baltimorean.
Perhaps someone out in the community has found a similar piece.
