that's kind of what I thought but the way the aluminum wraps around something doesn't seem like a very strong connection. I tried to search for the Barnard co but didn't' have much luck. Found in Central PA

I think it is a "kettle spoon holder" that fits over the rim of the kettle. Here is a 1910 ad for one made by The Barnard Co.
