Taking a guess, it looks to be a 'brace' of some kind (a rope, chain or leather strap would pass through). Maybe wagon use?

Looks like a hanging loop. Maybe for a side of a pot if those are rivits.

I live on a property with an 1888 hip roof barn. This is a brace/tie connecting boards together at the apex of the roof area. I believe a rope ran through this along the length of the roof to help move the hay to the loft.

Using the "quarter scale" since that is all that's given, it seems like this bracket would be mighty small for that application.
