Just Can't Figure It Out....

Picked up this wonder "whats it" from an estate sale today....can anyone tell me what it is? I'm certain it has something to do with smoking (cigars maybe?) but I have not been able to find anything online. The monogram on the back of the tray appears to be "OP" or "OF" with and "E" at the bottom and a frog in the center looking to the left if you looking at the pic. If it helps I owner of the estate had most everything German. Thanks for the help!

First thought was for smoking opium but dont look right for that.
I know I would never light a good cigar with a candle.

info on the Bottom would likley be the Manufacturer Mark.

Not sure Why you think Smoking
other then the one Piece looks like Ashtray.
of course other 2 look like Honey & Pepper to me

Looks like a smoking set...the large container would hold cigarettes and the smaller one would be for matches.

That is what I was thinking....the smaller container does in fact have matches in it. Just wasn't sure what the larger container and the candle holder was all about.
