John Stephenson New York relic...any ideas?

Dug this today, very deep. Says John Stephenson around the outside and New York in the middle, with a couple of shamrocks. Just a few minutes on the web says that John Stephenson invented and manufactured street cars, but I didn't find an image online that matched what's on the whatzit...

The prongs on the back have me stumped...any ideas? Thanks in advance.

I would look into that further, it could be a lot older than 1890-1910

I have one exactly like that! Found near a streetcar line here.... I can't find it right now, but I think I posted it on here long ago.... I'll go back in time and see if I can find it

WAG- but a cigarette snubber? Looks like it was meant to be easily removed, no permanent anchor points.
