I found this near Netarts Bay, OR but don't remember exactly which beach. It's dark green with either black or darker green veins running through it. 20170325_120351.webp20170325_120320.webp
 

Probably obsidian.

Look at serpentine stone or jadeite stone the real dark ones look similar These are serpentine specimens I have from two separate areas as you can see there are color variations and they were collected only about 25 miles apart.California,Oregon and Washington have a serpentine belt that runs through all three states.100_6291.webp100_6293.webp100_6292.webp

How hard is it? Does it scratch easily?

Likely serpentine or one of many common greenstones, based on location found. Likelihood of obsidian, based on location found and general appearance is almost nil.

If you want to positively identify this rock, please contact any good lapidary shop, gem and lapidary club, or mineral club. Any should be able to help you, or send you to an individual that can.

Time form more coffee.
