Wasn't there a children's game from back in the day called jacks with something that looks like this?
 

No telling. I'd go with the context of where you found it. Old 20's house? New 70's house?

I use to play Jax in the late 50's or so and They were aluminum or more likely pot metal. Yours appear to be iron.

Tony_in_SC is right, "antique" (older than 75 years) jacks were made of iron. Just for proof of the ID, here's a photo of some late-20th-Century ones, made of aluminum with Anodized colors.

I have been detecting for years and never found a jack…but this week I found 2 at one site and 1 (not shown) at another site! So strange! I can’t find an exact age except that they are fairly old. I was also intrigued bu the very tiny buckles…dolls? sample buckles? shoes?
