Found in the Columbia Basin in Eastern Oregon. I figured Columbia Plateau (500-200 BP). Love it! So lucky to notice it in the dust.

Lots of obsidian out your way. I'll take a stab and say it's a Rose Springs variant arrow point (1500-700 BP). Good find.
I thought Rose Springs too, but the region just doesn't quite fit to my area. Here it is overlaid on Columbia Plateau, what do you think?

The obsidian can be sourced - there's sure to be a record of all local types. There is a huge span of time for some , with others more reliable.......so much for materials
Next, is typologies, which is the subject of your question - period of time created/crafted, right?
Local collectors would have that - they keep up on what science reports on that kind of stuff.
 

wow thats tiny. I had to put a dime on my phone screen for scale just to see how small it was. still looking for my first point. not an artifact hunter.
