It's old and it's brass but I don't know what it is

It slides up and down, but has washers to keep it from going all the way up.

the washers are the remains of an old spring...
probably screen door parts.

Yeap, it an older version of something like this, the spring adsorbs the shock, these shock adsorbers are use on many different applications, on dog tie-outs, dog run cables and as the picture shows a tow cable just to mentions two applications.
