Thanks for the I.D attempts again. Some sound plausible that have been given. Was hoping someone could say this is a such and such and things would just click. I wonder if it could be some kind of a screw on weight for like a tent flap maybe(this could hurt if it hits you on noggin tho so another discredited idea) or just some kind of a stabilizer for an area of a tent that flaps because of wind?

Well my name isn't Jim but here's my opinion. I think Paleopilot got it with aftermarket engine freeze plug. Like this one

That picture sure helps some the large round part looks same but the tube that goes out from the freeze plug is hollow and on the brass item the extension is solid plus it has thread and a nut. Think there is a very good chance its an engine part. Guess to be freeze plug the stem coming out wouldn't necessarily have to be hollow?

I dont think its a freeze pug. What would be the purpose of the threaded nut?

Any clue under the nut?

Might have been decayed leather under the nut but could not swear to it. The dirt is black out at this site, doubtful that leather would be that thin too but its possible? Decayed leather is blackish also right?

i am not sure but it may be a early version of a rubber seal expansion plug , used to replace freeze plugs in engine blocks .

Good guess but the nut is always on the OUTSIDE of these type of expansion freeze plugs so it could be tightened. In this case it wouldnt make sense to have such a protrusion on the outside of an engine block.

This may be a tough one to solve.

I searched freeze plugs and some of the very recent aftermarket modern types do have protrusions on the outside but I still dont see any way that the leather or rubber would expand in the OPs item and I am not thinking its that modern.
