Are you absolutely certain that the raised rectangle on the disc's back is solid? Looks like the rectangle's short ends have a very low, wide passage into them, forming a tunnel through the length of the rectangle. If that is correct, it is an antique clock's pendulum weight. You'll see a similar one in the attached photo, mis-identified as a horse-bridle rosette.
