Don't believe it was a popup sight..but it's hard to tell. The rounded
top would not be typical for that type of sight.

Were you thinking of something along the lines of an
old Vernier?

The bullets have a U and a US on them.

Does not look like any part of a sight (or firearm) that I am familiar with.

Looks more like a handle for a keyhole saw or file.

Kinda looks like half of a "monkey" wrench. adjustable wrench....cant think of the real name. Missing the top half that would tighten down on the lower half. (pictured upside down in op's post)
