Yes. It’s a Great Seal Button. WWI era staff buttons were black.

What is the back mark on it? Not to dispute ripvanb but according to McGuinn and Bazelons book all buttons from 1910-1917 were either gilt or black and black only from 1917-1923 and gilt thereafter. I can't tell from the picture if your button has a black finish to it or not. Please post a picture of the back.
Just some general information on the Great Seal button like the one you found. They were introduced in 1902 and are still in use. The distinguishing feature is a rim added in 1910. Vegetable ivory (a nut) was used in the WWI as an alternate and plastic, even cow horn were experimental in WWII.

Just added photo of what back looks like, but there doesn't appear to be a mark on the back.

It looks like your button may have been in a fire. It will be hard to determine a time frame for it.
