🔎 UNIDENTIFIED Is this a type of grommet?

I've never seen one like this if that's what it is, it's got some writing on it but can't make it out.

It might be a grommet, considering it is stamped by a press female and the back side becomes male, a similar piece pushed into it would fit properly then. I was metal detecting a park some two weeks ago and found similarly odd pieces I couldn't decipher. I must say it's a hobby of wonderment, especially things of old and technology of times forgotten, you never know what you might find.
