Is this a toy?

Found this today at this same site early 1700s built by stephen graves of Harwinton Conn.This looks like an old toy, theres a design inside with very thick glass on the outside,very heavy piece. It measures 1 1/4 by 1 1/4 inches.

I'd have to agree with a horse rosette as well.
