Is this a fence post decoration?

Just started MD'ing. Got about 3 hours under my belt ADDICTED! Funnest trash I have ever found. I have found a few small metal ties that look like it would tie a chainlink fence to a pole (or something similar). Hunting along a path in an old park, so im thinking maybe a fence ran there at one point. Also found a large metal disc that looks to be the bottom part of a sign or fence pole that would get buried to hold it steady. So I think this first thing looks to be a pole decoration or something? Like on top of fence poles? Any ideas?



Also, can anyone tell me why I had to dig this behemoth out of the ground?? Why is my detector going bonkers when I scan over this rock?
