Is this a Civil War Bullet?

I went with my brother to the 1860's college tonight for a couple hours. There is a woods behind it,that was not woods back in the day. There was also a civil war camp very close,Camp Utley. Wasn't finding much and then this.
Is it a civil war bullet? Caliber? Why is it flat on top? The penny is for size,but I also found it,a 1955 D,but no double stamp.
