Is this a campaign button

I found this detecting yesterday. I looks like it might be a campaign button. It has a seam. And put together like 2 bottle caps. No place for a pin to fasten it to clothing. Around the outside I can make out some writing. The word "loss" and a partial phone numbers. Has anyone seen one of these and Identify it for me. I would really appreciate it.

gore-tex clothing is a big deal up here in winter.might be a zipper pull or the like...I would clean it up and see if you can read more

What you see on the outer edge is rust. I think trying to clean would be a waste of time. Painted button, instead of stamped.
