Is This A brooch ?

Dug this at a new site today,i got permission today to search a cellar hole when i stopped at a tag sale,his house was from the 1700s it was moved from across the street in the 1930s.It looks like a pin but how does it hook is there something missing?

it looks like half of a ladies buckle.

Yes, I think BCH is correct. It's an Art Deco 'iris' buckle. Nice find, Breezie
