the hallmarks would suggest it is silver...

the "D" would be the date
the AD would be the maker
the anchor would mean Birmingham, England
the lion indicate the silver purity

the style of "D" is very important....if you could post an image of the hallmark, we could tell you all you need to know

for instance...the "d" could mean 1776 or 1801 or 1827 or 1852 or 1878

I am posting another picture with a half dollar to give the item some scale. The small round piece is an end cap that have come off.

Don't have any idea what it is, but I don't think it's a powder measure.
