Is this a belt buckle?

I found this at a playground in the sand. It was about 8" down and I assumed it was just junk until I cleaned it up a bit. It might still just be a hunk of junk but it looks like an old belt buckle (latch). I think its fairly old because its condition and loop is not symmetrical, like it was hand made.
What do you think, is it junk or historic?

Maybe the metal part that connects the rubber seat of a swing to the chain?

Looks like a boot buckle to me. When I was a kid, we had winter boots with metal buckles that snapped into place to tighten the boot. They were a pain to tighten up and a pain to take off in school!

That's my guess based on the picture. It would help if you told us how large the buckle is (or placed a penny next to it to help determine the size of the buckle).
