Thx old digger! I agree. While the small hole at one end could be an attachment point to a horse collar, the device has no openings in it to allow sound to emanate. The device was struck by a plow and the cylindrical collar actually extended outside the brass globe; this could be the mounting point to a bed poster. So, I'm concluding that this is not a bell, despite the fact that it came from a farm field that has yielded a cast brass cow bell and many brass horse buckles.
