Is this a badge of some sort?

This item is very and fragile. It appears a piece is broken off the bottom. It is made of brass and may have been cloth covered on the front. The backside has gold gilding and two points would have accommodated a pin for attachment. It appears to be in the shape of a shield. Any insight on identification would be greatly appreciated.

No. Get it under better light then take the picture. I do see evidence that it may have had a pin mounted on it once.
