Is Panning Okay?

I was just at one of the GPAA Claims and there were DEQ Signs saying no prospecting motorized or other in stream. Does anybody know if this means panning as well?

no. This claim was near Gold Hill Oregon. Wee ended up not prospecting. However on my way home I want to try a few claims.
