is it better to hunt during the rain or shortly after due to the increased moisture the depth should increase am I'm right in this assumption.

It seems pretty well accepted that detecting is improved in damp soil. Personally, I often detect after a rain, but don't care to IN the rain. Also, not overly found of digging in soil so damp that it's actually MUD. Soil damp enough to dig fairly easy is nice though.

depends, if your at the beach then hunt during the rain, you will have the whole place to yourself, I have done it a few times.

In, after rain or snow as long as the ground is not frozen.
The biggest thing like someone already mentioned is that you can get pretty muddy.
