Is it a buggy part?

I was back working a local cellar in a spot where I have found quite a few buggy, sleigh and wagon parts and I pulled this out. It is about 6" X 3 1/2" , cast iron with a neat scaly appearance and the top looks like a dragon looking back. The end of his tail is missing and there are two "bumps" - no idea what they are for. It was completely encrusted with soil when I dug it and I thought it was a gate hook but after a little cleaning it seems like it should have a better story than that. It would be great if someone can figure out what it is.

I think andiron May be the word I’m looking for but I see it as a pair attached by a bar or something sitting on a hearth... just a hunch though

Could be Iron fancy fencing. There was a lot of it in Savannah on old blds.
