I am not sure of the exact word. To me it looks like an item on an old well pump, the adjustment to the well handle. I think it was called a pump handle bearing.

Looks like a step to a piece of equipment, possibly a tractor. Put your foot on it, and pull yourself up onto the equipment.

I think it is half of a tensioner of some sort.

I may be way off but the clutch and break pedal on my Dad's tractor are a lot like that. Designed so muddy boots won't slip off them. HH.

Wouldn't the hole have to be at a 90º angle to the platform in order for it to be a foot peg, pedal, or a step?

I would bet that some sort of shaft went through the hole, and the slot was made to have a bolt through it, and it could be moved back and forth to apply tension to or release tension from the shaft. The textured edges were to keep it from slippimg. This is a newer, but similar tensioner, but I think it is in the same vein.
