The "second piece" is indeed a part of a US Army kepi-hat insignia. The type you found had the shape of a "Hunting-horn," not a bugle. I mention that because there is another version which IS shaped like a bugle. The very-specific version you found is the Enlisted-men's version (private, corporal, sergeant), which was issued from the 1850s to 1872. However, it may have still been on the kepi being worn by a "lifer" who stayed in the army long after the newer version was issued, sometime in 1872.

yes i think more pictures of the iron piece is needed,, it almost looks like 1 end is rounded and filed and the other end is square.
