Might be a butchers chain... but ?

The ring is 6 1/2” wide and the chain is 13” long if that helps any

Could be an old Hay bale tool that you would use to move them... we had a few like that but bigger on the family farm and the smaller ones you would use to pull the twine together for putting them on a moving line.

I was thinking a skinning gambrel as AARC stated, but the hooks seem too close to each other for that.

Possibly off of an old leg-hold trap. This photo is a bear trap, claimed to be from the 1800's. I chose this example, because the style of chain is similar.

Those hooks are relatively light duty, and those, combined with a central ring, look suspiciously much like the tire chain stretchers we had on our old farm tractor. The hooks attached to the tire chains, the ring was centrally located in the wheel, and would have had 3 other chains with hooks attached to it.

I originally had the same though as you creskol... 'tire chain', but it looks too thin. :icon_scratch:
Here's a tire chain I found in October on a farm, although I don't think the one I found is as old as the example Kenny found.

Not the tire chain itself, but the stretcher that held the chains in place.

Here is a more modern version of what I am talking about:

AARC, I tried to give you 2 likes on your reply above, but it's not possible. Actually, I would have given you 5, as you're a swell guy.
