Intricate detail in metal pipe? Or burner?

Hi, this piece is about 2 and 1/2 inches long. The picture doesn't show all the detail. It is hollow and there is designs covering the piece. Thanks for looking. I've thought it was a pipe stem or burner of some kind. It is broken on the one end. The very end is hollow with flares and small holes drilled.

If you take a pic with a darkish background (and preferably natural light) it will allow us to see more detail and might help identify the style of designs and assist in overall ID,
