The quartz piece looks like the bottom of a stemmed point. It's upside down in your pics. The piece with the hole--the hole is not drilled. It used to have some other type of material in it that eroded out--possibly a crinoid fossil.
Oh you're right it is upside down. I don't find many quartz points here, especially one that white.
