Just a guess, but it looks like a furniture adorment to me, maybe a decrative box of some kind. Cool find. Hope someone has more info.

Before the lightswitches we're all used to the earlier light switches used to be pushbutton. Your item I believe is a light switch cover for the old style push button off and on switch.

Enameled on copper with dice,crown,clover, ship....seems pretty small for a wall....switch plate cover....maybe something like a radio knob

Most of that style switch had 2 buttons, and there's no screw holes in it.

Seeing dice, crown, clubs, ship. Thinking towards gambling or some kind of card box. Either that or an 1800's game of Yahtzee.

Fancy lid to a snuff box or very small jewelry box. The hole in the center probably contained a stone or "gem". Looks stamped, so it's mass-produced. I'd say it belonged to an item available from the five&dime, most likely a kid's toy....

Cover for box.

Its not a common antique electrical switch cover. They looked like this:
