Although the button resembles a military button, it is a 20th-Century civilian-clothing "Fashion" button, manufactured for use on men's sports-jackets and coats. I'm certain about that because long ago I owned a sports-jacket which had that exact version of button. Note the traces of black paint on it, and the rusted iron back.
