I bet it screwed onto some type of wand and was used for spraying water or poison. I'd call it an "adjustable" tip.

What you have found is the tip to a back pack pump trumpet/wand. It has the choice of 1 or 2 holes. When the one holed side is screwed on to the trumpet a straight stream (for reach) is emitted for the trumpet and when the two holed side is attached water comes out in a fog type pattern for a wider shorter pattern. I recognized this immediately after having been a career firefighter for 32 years. The whole unit is called a back pack pump and was initially made by "Indian". They originally were a metal canister full of 5 gallons of water carried on the back and with the pushing and pumping action of the trumpet the water was pumped out. Today most of the back packs are made of a synthetic type of nylon bag because the rigid metal tank was hard to carry. They are used mostly in wild land firefighting.
