Is this a insulator? I found it in the yard of an old home. (Late 1800's) :-\

That kind is in two identical halves. It was used to secure telephone downlead to the side of a house. The little "teeth" bite lightly into the rubber covering of the downlead. A nail or screw goes through the hole in the center.

Plastic:strape.
Ceramic: Insulator.

I have found metal ones as well.
