has anyone seen one of these or do you think it is new
 

I haven't seen one before now, but it probably dates back to after WWII, during the height of the movie and TV western era. Looks to be a kids buckle, probably came with a toy cap gun/holster set. That's just a guess though. If you take that information and a couple of dollars to a Star Bucks you can probably get a bitter cup of coffee, perhaps someone here has better information.

Can you read the lettering at the bottom on the back? Also, give us the size of the buckle please.

Just a guess, but probably the 1950"s. Having said that you realize that it is at least 60 going on 70 years old. They were sold in dry goods and western stores back then. Given a Longhorn one and a horsey one when I was a kid back then. Aunt owned a dry goods store and I got lots of stuff. I remember something similar.

I agree... late-1950s to 1960s, based on the form of belt-attachment on it's back. Yours looks like the version shown in the photo below, with the small prong-hook (to fit a length-adjustment hole in the belt) on yours snapped off. Note that the one in the photo, an early-1960s civil war Centennial reproduction CSA (Confederate) buckle, is marked "PAT[ENT] APPLIED FOR".
