Imperial Russian Bowl and Pitcher??

I bought a Victorian Era Imperial Russian Bowl and Pitcher the other day...at least I believe that is what it may be. I will attach photos, if anyone has a different ID of the item, please inform me of what it really is, and any information as to value would be EXTREMELY helpful. Thanks in advance. Bottoms lack markings other than a number "1" and a number "3" in red.
