The Illinois legislature agreed Friday to allow people to carry concealed guns, which if signed into law would make the state the last in the country to allow the public possession of concealed firearms.

The compromise plan by the House and Senate followed a federal appeals ruling that stated Illinois' concealed carry ban is unconstitutional and that the state must change it by June 9.

Gov. Pat Quinn, a Democrat, has not said whether he will sign the legislation into law. However, the bill has enough votes in the legislature to override a gubernatorial veto.

All 50 states allow residents in some form to carry a weapon outside their home.

The appeals court ruling stated the ban violated the U.S. Constitution’s Second Amendment right to bear arms.

The legislation hit a roadblock last week when the House approved a bill that in part would have overturned Chicago's ban on assault weapons. However, the chamber passed a revised bill Friday that allows Chicago to keep the assault-weapons ban but requires it to allow residents to carry concealed weapon.

“Lawmakers seeking to protect the basic right to self defense and lawmakers seeking to build a hedge against gun violence in their neighborhoods were forced to develop a plan that benefits the interests of the entire state,” Senate President John J. Cullerton, a Democrat, said Friday after his chamber passed the House version of the bill. “As with all controversial pieces of legislation, no one is fully satisfied with the solution. … Failure to pass this bill would result in unregulated and unsafe communities across the state.”

Valinda Rowe, of the group Illinois Carry, told FoxNews.com on Saturday she was “very excited” about the bill’s passage.

“Illinois will join the rest of the country,” she said. “It’s not a perfect law but a great foundation to build on.”

Rowe said the best parts of the legislation is that the State Police must issue a permit to anybody who fulfills the requirement that includes paying the $150 registration fee and taking 16 hours of training, which keeps officials from deciding whether an applicant meets a special need for a concealed weapons.

She also praised lawmakers for crafting a bill that is uniformed across the state, which will keep Chicago or other jurisdictions from “carving out” their own laws.

However, Rowe was disappointed that the law doesn't allow residents to carry a loaded firearm on public transportation and that the fees might be cost prohibitive for people in some of the state’s poorest neighborhoods, where high crime is often a problem.

Good article - seemed like a balanced law. One thing that i did find interesting was the comment on the fee being cost prohibited for some low income people.

Ill toss out this question for anyone who wants to offer their opinion.

Ill toss out a few thoughts ....

yes, crime/violence tends to concentrate in poor urban areas so these people really need guns for protection.

no, it's a luxury item. If you ate getting gov money you can't afford a gun.

Feel free to come up with your own - personally I am on the fence on this one.

Interesting point. In the past, the current Administration always tries to equal the playing field. This is going to be very interesting considering the current Administration is not Pro-Gun and helping those who can't afford the fee would fly against everything they have pushed. This should be interesting...

And on the other side you have pro gunners who dislike the folks on the dole. It is pretty interesting dynamic. Thought folks here might have some good opinions.
 

What will really be interesting is watching the crime stats. Hopefully they won't change the method of reporting them just to advance some agenda. To receive public aid in the past a car or tv were considered "luxury items". Will we also have to buy the guns for them? We don't buy their cars, yet anyway and we don't buy the gas for them or pay the tag fees every year. We do provide "low income" car insurance in some cases. Maybe the poor souls will just have to do without something for a change. For just once can we say, "If you want it that bad, find a way of getting it yourself!" Sell your foodstamps for a little cash and forget the booze, cigarettes, drugs and lotto tickets. Get a gun, get a shotgun.
 

It is a right for everyone, and NO it is not paid for by goverment (taxpayers) assistance.....
 

A used single shot shotgun would probably run you about 100 buck, give or take.Beats throwing rocks :laughing7:

But if you look at the fundamental right / purpose of gun ownership is self defense. What part of the population is more in need of self defense than poor inner city law abiding citizens. Again I think people on either side of the aisle could argue either side of the issue.

Frankly if arming law abiding inner city folks would greatly cut down on crime etc, one could argue that it would be a good investment and actually save money in the long run.

Give me a break, we do not need any taxes dollars being spent buying guns or paying for conceal license for those who think they can't afford them...People can buy their own guns, and pay for their own license fees...... police in Chicago could give the guns away they have confisicated, they recoverd 50,000+ between 2001-2012....

That might be a good idea. Could also hand out surplus military / police. Does anyone think a 150 fee is an "infringement". I think they ruled poll taxes unconstitutional for instance?
 

The poor may just have to see what it's like to take care of themselves for a change. What a shock!! Big brother won't buy me a gun. If the lawmakers said folks weren't safe without a gun, they would be admitting making bad decisions in the past and victims of crime could come back and sue. Do you really think they would put themselves in that position.....voluntarily??

Not sure. I'm actually a lot less interested in what the politicians might do and just more interested in different people's opinions on the site here. It's pretty much a hypothetical anyways.

Seriously, Gratzz to Illinois ! That fee is comparable and training requirement is equal to if not better than other states, 150 bucks and 16 hours cert ... nothing wrong with that.
 

I have no problem with the fee, license is good for 7 years in Fl, fee is $112 which includes fingerprinting plus another $10 for the passport picture.

If you haven't already had a firearm safety class add $75 for the class, if your active or a military vet they accept the military training and safety class is waved.

$122 for 7 year license, about $17.50 a year for a concealed license is money well spent....


Problem in Illinois is you can't carry on public transportation, that is going to really restrict and limit when you can legally carry in Chicago , if you can't carry on trains or busses you can't carry when you leave home unless your driving, in taxi or walking every where.... A lot of people in Chicago don't own cars....

Its a joke here in Mass.Even if your fresh out of the military you have to take training courses.Retired cops have to take the training course.

Here they accept your DD-214 if you were in military. I got out in 1971 and they still accepted mine...... Didnt need the classs, been shooting for years.....

I have several conceal carry methods including undershirt teeshirt designed for conceal carry with pouch under each arm, a hidden waist holster and also the "Sneaky Pete" case, worn like a cell phone case....I like it as I can carry my piece on the outside, but still considered legal since it is concealed....Flap is magnatic very easy to open and have choice of cross draw or normal draw on same case....Never been questioned about it and I have carried it in many public places....

They don't make a case for my Springfield XD-45, but do make a case for the XDS-45 version.... Thought of selling my XD to buy the XDS, but dont want to sell it as it is a really nice piece and got it for such a good price.....

Your get the pinky extension for the clip.... My hands are not small and I have no problem with it.....When I am carrying it and not going for target practice it has hollow points in it....... I have carred my Springfield XD 45 but it is a lot bulker then the LCP.... I love the laser site on the LCP too.... there are "Sneaky Pete" cases for other models, they just dont make one for the XD45 but do for the smaller XDS model.... Was going to sell the XD, but cant bring my self to sell it.... I carry it in the tee shirt I talked about and it holds it securely...
