There is another thread running on where one might live in the US to search for treasure, this thread is the same but ex-US.
I started this thread as myself and several others suggested foreign locations.
A couple of definitions: live means live, not visit for a while; house, residence, that kinda stuff;
treasure is as you define it, and is perhaps worth noting
My selection basis had one principal objective, outside of the US; I selected Bahia Drake in sw Costa Rica based on massive amounts of raw gold in the area, massive amounts of gold precolombian jewelry and such, an attractive woman (singular).
First visited in '79 (legal to dig precolombian then) and now have citizenship, speak spanish, etc.
That said I would today recommend Panama for the same reasons.

note: It is most difficult to postulate living in a country for much time in which you cannot speak the language.
