I found these over the weekend scattered about in a large field. Are they grenade pins?

No, they aren't pins. Garren correctly IDd them as the fuses for a grenade, most likely practice grenades. They're spent, so there is no danger in them.

Current period, probably from the 1980s or newer but that design has been around for decades.
