Looks like a "melt". Probably mainly silicon, the same as in quartz. These are made for decorative purposes. it's very nice.

I'm almost positive it is a rock but I'm not sure how to tell

The way it has the rounded fracture on the bottom makes me think glass.

At first I was wanting to say it's some sort of Jasper. If it is, it's one of the most beautiful pieces I've seen!

(DISCLAIMER - I am in no way an authority on rocks.....UNLESS we are talking about "rocks for brains"!!) :tongue3:

slag glass - see the conchoidal fracture at the bottom by the shine from the light? Obsidian doesn't come in this color, and jasper doesn't look this glass-like. It can still be cabbed, or used in a fish tank or on a window sill - still a beautiful find! Keep lookin' down!

why do you think its a rock?
based on you pic, looks like glass or pottery,
the lines almost look like brush marks
the lines don't look right for a rock
Just an opinion
need to see more pics of the other sides to make a good ID
