I want to say large hog ring crimper but without holding it i can't say
 

Looks like a vintage barbwire fence cutter .Where did you find it ?
 

I was thinking barbed-wire related also...maybe a fence stretcher device.

To me it Looks like an old style nail puller or some kind of a stretching or pulling/tightening tool.
 

Found it in my in-laws collection of tools, but no one could ID it.
 

LOOKS LIKE A TOOL FOR STANDING SEAM ROOFING THAT SEAMS IN TIGHT PLACES?????
 

It looks like there’s patent info on one side, which may help get the correct ID sooner.
 

Don Nice call on the Bolton handle. But i think the handle part is a replacement handle, Probable broke part of the handle and put the Bolton shaft and handle back on
